What included actually means
Included means the fuller assistant turns on with the membership on a device that supports it, at no extra charge. It is the same pattern as the rest of the bundle, where the entry tier comes with the plan. Included, not added on.

What still costs money
Two things. The devices that run it, and the other Amazon services like Ring or eero that carry their own plans. Included describes the assistant, not everything with an Amazon logo on it.
So a member with a compatible speaker pays nothing extra for the assistant. A member without one is looking at a purchase before the perk does anything. Both are reasonable, and neither is a hidden fee.
The honest answer
No separate assistant subscription, membership tied, and a device requirement. If you own the device, that is genuinely free value. If you do not, it is a perk on hold until you do. The membership did its part either way.
If the question underneath is whether the whole membership earns its keep, that is larger than this perk, and whether Prime is worth it is where to take it.
Buy it if you already own a device that runs the assistant, so the inclusion pays immediately.
