What it replaces, and what it does not
The part nobody says out loud. Photos are not video. The generous tier covers one of them, and the other has its own allowance.
For photos, the storage is the benefit, and it is a genuine substitute for a paid photo plan. Video sits under a separate, smaller allowance, so a person with a large video library may find the free tier does not cover them after all.
So the honest framing is photos versus everything else. If photos are the bulk of what you store, this benefit is a straight swap for a subscription. If video is, the swap is partial.
