The membership is identical for everyone. The slate is not. That gap is the whole reason two members can compare screens and both be right.
What a blackout actually is
A blackout is a restriction that blocks a specific event in a specific area, usually tied to local broadcast agreements. It can apply even when a service carries the league, and it can lift or change with the agreements behind it.
So the useful question is never whether Prime carries a league. It is can I watch this game, from here, tonight. Those are different questions, and only the second one is a plan.
Watching while you travel
Moving between regions can change what your account shows, because availability follows place rather than the person. A game that plays at home may not play on the road. Whether a title is restricted is shown on your own account in the place you are using it.
